The six competencies are at the heart of the Department for Education and Skills' workforce reform plans.
Young People Now understands that the six competencies will be: effective communication with young people; children and young people's development; safeguarding children and promoting welfare; multi-agency working; supporting transitions; and sharing information.
Speaking at the YPN Foundation National Youth Conference Steve Drowley, team manager (quality standards) at The National Youth Agency, expressed concern that the six areas were too welfare dominated.
"The mindset is not developmental or positive," he said.
