The Sector Skills Agreement programme has begun with a "stage one report" that has highlighted skills gaps in areas such as risk management, financial issues, commercial skills, race and diversity issues, and multi-agency working.
The programme will include a "fully costed action plan" to enable youth offending teams and other organisations to fill gaps in their workforce.
Other elements include examining current training provision and planning the next three years of skills development.
Dick Winterton, chief executive of Skills for Justice, said: "We are working with every employer and other partners to ensure every level of the sector is equipped with the right skills."
