A proposal to form a UK-wide agency to co-ordinate several separate sector skills councils is being considered instead.
This would make Skills for Care, the sector skills council for social work and community justice, the lead council for children and young people.
Youth work will be covered by the lifelong learning sector skills council.
The idea follows talks between the Sector Skills Development Agency, the Department for Education and Skills and assemblies and Parliament.
Sector skills councils are employer-led agencies that raise skill levels in specific industries.
