Cornwall is the most westerly English county, with a population of about half a million. It is largely rural with medium-sized towns such as Truro, St Austell and Penzance.
- How are services organised?
Cornwall is developing an integrated approach to children's services to cover the whole range of needs. The local authority has worked with consultancy firm Deloitte to shape a new service delivery model, which will become operational in April 2009. The first steps are being made in youth services from April 2008.
- What are the main challenges?
Although the beaches that support tourism are very much a part of life in Cornwall, the county also has areas of urban deprivation and rural isolation. Distance is also an issue as it is more than 90 miles long, but localised delivery should increase efficiency. The county still lacks significant investment from big employers, although money from the European Social Fund has helped. There are many small businesses and a lot of part-time working, which means Cornwall has more than its share of child poverty.
