Toy libraries should be given longer term funding and further support totrain staff, according to a National Foundation for Educational Researchreport into provision across Wales.
The report interviewed staff at 18 libraries and found many werehampered by funding and training problems. Only five toy libraries had afull-time dedicated member of staff, five others were staffed byprofessionals with other responsibilities and four were run entirely byvolunteers.
The bulk of income for the libraries was through local authorityfunding, which the report says is often too short-term, leavinglibraries unable to plan ahead, effectively develop services or trainstaff.
Those run entirely on a voluntary basis struggled to attract newvolunteers and many were often run by just one committed individual.
