Education has become more centralised under the Labour government. A University of Cambridge report, The Governance and Administration of English Primary Education, argues that growing emphasis on partnerships has strengthened central government's grip on local decision-making in education.

Partnership working is critical to the success of services delivered in rural areas. The Department for Environment, Food and Rural Affairs study Rural Challenges, Local Solutions, shows that communities must be engaged in defining what services they want and how they are delivered.

Teachers and schools are struggling to cope with the pace of change in inspections. A University of Cambridge report, Quality Assurance in English Primary Education, also warns that inspections are still failing to address inequality.
