The plan for 2006-10 responds to recommendations by the assembly's deputy education minister Christine Chapman last November and aims to take forward the 14-19 Learning Pathways plan, which launched in 2002. It is open to consultation until 20 May.
Proposals include: increasing learning pathway pathfinder projects, which encourage schools, colleges and training providers to work together; setting up a 14-19 project management structure; and encouraging businesses to supply vocational learning opportunities.
Mark Freeman, chief executive of Careers Wales Cardiff and Vale, said: "I applaud the policy of careers guidance linking up education and business."
