Peter Clarke wants feedback from young people on the potential projects, and has set up two advisory groups, one in the north of Wales and one in the south.
Each group comprises members of youth forums representing the various districts in the regions they cover.
Clarke used his 2004-05 annual report, published last week, to set out his aims for the year ahead and identify areas of Welsh and UK Government policy that he is unhappy with. He attacked the line taken by UK politicians on respect, saying they have "failed to defend the reputation of the young".
He noted that Welsh Assembly Government members have not done the same, but criticised its lack of consultation when setting up advocacy services for young people.
In 2003 the commissioner produced a report, Telling Concerns, which advised the Government to set up an advocacy unit to improve services. The Government accepted this, but Clarke said: "I remain extremely concerned and disappointed by the lack of activity."
He also noted slow progress on improving child and adolescent mental health services.
