Catriona Williams, chief executive of Children in Wales, said: "It is critical to speak to frontline staff and young people in receipt of services.
You can have the best practices in the world but if they don't work on the ground, it is no good." Welsh first minister Rhodri Morgan announced the Safeguarding Vulnerable Children Review before Christmas. He said it would assess progress on the delivery of services on the ground to identify how lessons have been learned and guidance and good practice implemented.
"We are pleased the review is being done collaboratively with local authorities in a spirit of trying to achieve what is best for children," said Williams.
