Wales: Power shift could affect the sector

Labour leader Rhodri Morgan's minority government in Wales may prove a stumbling block to children benefiting from the Welsh Assembly's new powers to pass legislation on devolved issues.

As Children Now went to press, Morgan was set to be chosen as FirstMinister after being left as the only credible candidate after PlaidCymru and the Lib Dems pledged to abstain.

Catriona Williams, chief executive of Children in Wales, said she fearedLabour's minority position would lead to delays in law-making.
