A national volunteering agency is one option young people on the Russell Commission's Young People's Advisory Group are looking at to encourage their peers to donate their time.
Nisha Patel, a 17-year-old advisory group member from northwest London, said: "Volunteering needs a rebrand. Even the name of Millennium Volunteers is dated, but we want to take the good elements from programmes like that."
She said one idea was a central agency that young people can visit to find opportunities.
The advisory group has just launched a web site. The commission will launch a consultation for young people on 4 October on youth engagement proposals made by the advisory group.
