Voluntary sector: Crisis services eat up capital funding

Plans for funding voluntary groups in London are biased towards crisis services, children's campaigners warned last week.

The criticism follows a consultation on funding priorities for theAssociation of London Government. The association gives 28m ayear to more than 400 voluntary groups. From 2007 it will move fromgiving out grants to commissioning services.

The consultation suggests the kind of services that should get cash.

But in a response to the consultation London Play says there is notenough focus on prevention work. "There is an almost exclusive focus onreactive services," said the organisation in a joint response with otherchildren's groups including the London National Council for VoluntaryChildcare Organisations.

Proposals also fail to address the role of "second tier" organisationssupporting other organisations, London Play added.
