Parmjit Dhanda said the Third Sector Capacity Building Programme wouldhelp local groups to play a bigger role in the development of children'strusts. The programme should also ensure that local groups have moresuccess when bidding for children's services contracts.
Dhanda said: "I am keen to see a wide range of providers deliveringimproved services. We need to dismantle barriers to their involvement inplanning, commissioning and delivering services."
The 18-month programme will be led by a consortium of voluntary groupsand social enterprises and chaired by Paul Ennals, chief executive ofthe National Children's Bureau.
Ennals said the programme was needed because too many local authoritieswere failing to join up with the voluntary sector. "Some localauthorities are really effective at supporting the children's voluntarysector in joint planning and commissioning but most aren't," hesaid.
