Voluntary sector: Watchdog issues delivery warning

The charities' watchdog has sounded a "wake-up call" to local authorities about the future of children's services delivery by the voluntary sector.

The Government wants charities to play a greater role in deliveringpublic services. But Suzi Leather, chair of the Charity Commission,warned: "The all-party love-in with charities and the voluntary sectorneeds to be reminded that charities do not exist in order to provideGovernment with ready-made vehicles for delivering public services." Shesaid that the future of charities delivering public services was highlycompetitive. "Smaller charities and those in the middle-income bracketsare getting squeezed," she added.

Consortia of charities bidding to run services like family centres forcouncils "may become essential", if charities are to resist this squeezesaid Leather. Paul Ennals, chief executive of the National Children'sBureau, said such consortia were likely to become more common in thechildren's sector. "There's some very interesting examples starting toemerge," he added.
