A public consultation is to be held on three possible tax rises and the social services department may have to make 250,000 of cuts from its non-statutory children's services if people vote for the lowest increase of five per cent.
The Conservative administration, led by Mike Bawden, has also suggested increasing charging for some social services, reducing bus concessions for children and lowering grants to the voluntary sector.
A spokeswoman said: "The administration is looking at ways to reduce the council tax figure. It has put forward three figures along with a series of budget reduction possibilities.
"All departments have been asked where they could make cuts if necessary, and the only area social services can come up with is voluntary grants as it has a legal requirement to provide everything else," he added. "There has been no specific earmarking of which grants could go."
