The council proposes cutting the youth service's 1.34m annual budget by 380,000, at the expense of staff, youth centres and voluntary sector grants.
The proposal sparked concern last week among members of the council's Education, Youth, Culture and Leisure Overview and Scrutiny Panel.
Gareth Jones, head of the council's youth and community service, asked the panel to protect frontline services, for savings to be made over a longer period and for staff to be retained to explore external funding options.
Shannon Cuthbertson, 17, a member of Democratic Action for B&NES Youth, was among others voicing opposition. She said: "It's very demoralising and almost dictatorial, because young people haven't had any say in this."
