Writing in the foreword of the review retiring NYA chair, Bishop Roger Sainsbury, says: "Good youth work needs to be valued. At my final board meeting I was able to celebrate 50 years of involvement in youth work. I have seen the value over those years of good youth work and have campaigned that government at both national and local level recognises its value and gives it adequate financial support.
"Because of our campaigning for a statutory youth service, The NYA is sometimes portrayed as having little interest in the voluntary sector. In fact we are committed to the development of good youth work in both the voluntary and statutory sector."
Chief executive Fiona Blacke added: "We are living in changing times and, in order to stay at the forefront, we too need to respond to the changes sweeping through the sector's workforce, delivery structure and legal base, as well as the social and economic backdrop against which we work. I am grateful to Roger Sainsbury, for the commitment he has shown The NYA over the past six years. His passion and determination to improve the lives of young people are things that we all share and it is with this determination to make a difference we go forward to support excellence in service delivery for our most valuable asset - our young people."
