In the paper - Raising Expectations: staying in education and training post-16 - the Department for Education and Skills sets out its proposals to ensure that all young people participate in education or training until they are 18. These include a suitable route for every young person, ensuring the right support is available, good engagement from employers and a system to make sure that young people do participate.
Heather Stevens, head of policy at The NYA, said: "No-one would argue that the aim of increased participation is not laudable, but it is difficult not to be frustrated by the paper on a number of counts.
