The proposal to introduce framework agreements as the basis for commissioning strategic and policy work will bring opportunities and challenges for the youth sector. These changes will have a particular impact on The NYA which has had a unique grant arrangement with the Department for Children, Schools and Families (and its predecessors) since it was established in 1991.
Fiona Blacke, The NYA's chief executive said, "We acknowledge that The NYA should be on the same footing as everyone else - a grant of the kind we receive is anomalous in a commissioning environment. However, it will affect what we do and we will work closely with the department in the coming months to understand the implications of these changes."
