Sure Starts slash voluntary contracts

Sure Start providers in the East of England have reduced the amount of services they commission from voluntary groups by 70 per cent since the introduction of children's centres, a study has revealed.

While some services are now provided in-house by Sure Starts, others have simply disappeared, the report says.

A spokesman for the Children Matter East partnership, which carried out the research on behalf of VCS Engage, said: "As we've moved from the beginning of Sure Start into children's centres, they have less money and we're much further down the line on integrated delivery. We're finding services are being delivered by agencies that aren't the voluntary sector."

He continued: "For example the voluntary sector may have delivered baby massage services that are now being delivered by health services. This is the aim ofthe programme, but it has hada negative effect on the voluntary sector."
