The Sure Start project employed a speech and language therapist, whofocused on early identification of communication difficulties by workingclosely with health visitors, nurseries and community groups.
She also taught parents simple techniques to help their children withspeech and language.
Barney Rooney, the researcher who did the report, said the workexemplified the principles of Sure Start and was a lesson for nationalpolicymakers. But the evaluation warned it would be hard to mainstreamSpeke's speech and language service and expressed fears for its futurebeyond 2006.
