The Big Lottery Fund is expected to advertise the position this week along with detailed guidance notes for organisations planning to bid.
Once appointed, the agency will have 11.5m to spend over two years to work with about 21,000 young people. Other organisations will be able to apply for funding for projects from the lead agency.
The residential scheme is open to all 11- to 17-year-olds, with activities costing 100 a person, or 25 for young people from disadvantaged backgrounds.
The idea is to get young people from different backgrounds to mix and take part in a range of exercises designed to improve their self-confidence and social skills.
