The organisation is to unveil a partnership with two treatment centres, Clouds and the Chemical Dependency Centre, on 14 May, along with a web site.
Clouds provides treatment that supports addicted young people and their families, and provides training for workers. The Chemical Dependency Centre provides therapy for alcohol and drug users.
A spokeswoman for Action on Addiction said: "We want to form one organisation that will take us through from research to treatment to prevention."
