A new report said that many people "do not perceive key services asrelevant to their needs, and fall through the cracks between child andadult services".
But the report, Improving Services, Improving Lives, also highlightssuccessful projects that are providing opportunities to disadvantagedchildren.
One such project is North West Partners in Policymaking, a network offamilies with disabled children and disabled adults.
The report also commends Barkerend Sure Start in Bradford, which isusing outreach techniques to tackle cultural barriers that can make ithard for Muslim families to access their services.
