The Social Care Institute for Excellence said the response to needs offamilies with a disabled parent is crisis driven and short-term and thatearly support is needed.
A new report by the organisation says: "The importance of children'sservices and adults' services working together to address families'needs has, to a large extent, been lost". Adults' and children'sservices need to work more closely, it adds.
The report suggests that if support was delivered at an early stage thenit could prevent children being placed into care.
