Representatives of the Learning and Skills Council (LSC), government offices and Connexions were brought together by the LSC to investigate why the number of 16- and 17-year-olds not in education, employment or training (NEET) remains at 110,000 according to latest Connexions figures.
Trevor Fellowes, the LSC's director of learning support, wrote in a letter to conference delegates: "Figures have remained stubbornly high, despite the efforts of Connexions partnerships and a range of initiatives."
Recent research conducted by the National Association of Connexions Partnerships suggests one third of disengaged 16- and 17-year-olds would not be in the NEET category if a suitable work placement could be found.
