- 10% of care-leavers attain at least five GCSEs at grades A* to C (six per cent in England)
Kent Council's successful fostering scheme has meant that fewer children than the national average are placed in care homes. The county's adoption service also has a better record than the average English authority. "The significant increase in the number of adoptions arranged by the team is one of Kent's major success stories," the council boasts. It has achieved this by improving recruitment techniques and using experienced adopters as trainers.
