Ruth Stark, professional officer of the British Association of Social Workers Scotland, said new figures showing a rise in the number of social workers employed in children's services were proof the Executive's approach was right.
The number of whole-time equivalent residential staff in children's services hit a seven-year high of 2,053 in October 2003. The number of daycare staff also rose 10 per cent on 2002. But more than one in 10 positions in residential children's services were still vacant in 2003.
"Working in residential services is pretty unattractive given the resources they have," said Stark.
Glasgow and Edinburgh had the highest number of whole-time equivalent children's social workers per 1,000 population.
