Simon Gardner, the council's head of pupil services, said the policy, which will go out for consultation after Easter, would take into account the "disturbed backgrounds" of many children in care. But one councillor said the policy was unfair.
The council said exclusions would only be considered if health and safety issues were involved. There are 250 looked-after children in the city's mainstream schools.
