The warning comes as it emerged that fewer than 40 of England's 150directors of social services have signed a pledge to stop using bin bagsto transport the possessions of looked-after children movingplacements.
This is despite strong backing by the Association of Directors of SocialServices, which is urging members to back the pledge. In March, onlyeight directors had signed-up, according to A National Voice, thecharity behind the anti-binbagging This is Not a Suitcase campaign(Children Now, 23-29 March).
The campaign was launched two years ago after consultations with youngpeople showed that "binbagging" was a common complaint among children incare. A National Voice used a "catwalk protest", where young peoplemodelled clothes made out of bin bags, to highlight the problem. Theynow plan to stage another fashion show at Tate Britain at the end ofOctober, where 25 young care leavers will model bin bag outfits made bycelebrity designers. A leaflet naming organisations that have signed itsbin bag charter will also be distributed at the event.
