Looked-after children: Councils continue to use bin bags

Local authorities are still using bin bags to transport the possessions of children in care, despite a widespread belief that the practice has died out.

Roger Morgan, children's rights director at the Commission for SocialCare Inspection, texted 53 young people to find out whether theirbelongings had been moved in bin bags during the past year.

"Of the 14 young people who replied, six said yes, this had happened tothem in the past year; so it is still happening," said Morgan.

The text from one 13-year-old in foster care said: "It makes me feelunwanted." Meanwhile, 70 councils have yet to sign the "no bin bag"charter drawn up by the charity A National Voice. On 23 October, a binbag fashion show will be held at Tate Britain to raise further awarenessof the issue. Care leavers will also perform music and drama at theevent to celebrate their achievements.
