The Association of Directors of Social Services, in its response to a Government consultation on fees for adoptions with a foreign element, said that to lose just one potential applicant for a looked-after child was "unhelpful", but to lose more would be "unacceptable".
Charging for initial counselling might also deter people from coming forward to adopt a child, it added, saying many people were initially unsure whether to choose overseas or domestic adoption. The warning came as the Children and Adoption Bill was introduced into the House of Lords.
