Adonis has insisted that charging relatives for overseas adoptions is the right approach. However, he conceded that the fee may be "waived" for families on low incomes.
Felicity Collier, chief executive of BAAF Adoption & Fostering, said: "We remain extremely unhappy with proposals to charge for these services." In June, social care leaders warned that adoptions in England could be adversely affected by plans to charge potential adoptive parents for adopting children from overseas (Children Now, 22-28 June).
