Adoption: Act regulation fails to ensure support

Regulations on adoption support services that will be introduced through the Adoption and Children Act 2002 could fail to ensure that adopted children receive essential help, campaigners have warned.

Felicity Collier, chief executive of BAAF Adoption & Fostering, was disappointed that in regulations on the Act, published last week, the Government hadn't ensured that councils would appoint new adoption support services advisers at a strategic level.

She said initial consultations on the Act had suggested the role should be at the second tier of local government, but the regulations made the position more operational.

And she warned that adopted children were being let down because of a lack of co-ordination with other services such as mental health and education.

"Some local authorities get it right but it can be a massive struggle," she explained. "Educational and health problems are not just removed when children are adopted."
