The key to improving the educational achievements of looked-after children is to ensure the quality of their care allows a stable platform on which to learn, according to Sandwell's primary education leader Chris Ward.
"We need to start with getting the care right," he explains. "Children won't learn unless they are secure and happy."
This holistic focus on looked-after children has seen the percentage achieving Level 4 in English at Key Stage 2 rise from 41 per cent in 2005, to 68 per cent in 2008.
