Scotland: Education chief wants bullies fostered

Persistent bullies who fail to respond to intervention should be placed in foster care and their parents given counselling, a Scottish education chief has proposed.

The Reverend Ewan Aitken, executive member for education at Edinburgh City Council, made the suggestion at a conference on bullying this week.

Councillor Aitken proposed that Edinburgh council could pilot the initiative because of the close links between education and social services, which have just merged to create a new children and families department.

There are concerns, however, that scarce fostering resources would make it difficult for the scheme to work in practice.

Bryan Ritchie, director of the Fostering Network in Scotland, said fostering services were already dealing with "distinctly different groups of children", and he would be interested in hearing more details on how such a scheme would work.
