Marshall was responding to ideas put forward by Councillor Reverend Ewan Aitken, the City of Edinburgh Council's executive member for children and families.
Aitken argued that tackling dysfunctional families is the key to stopping bullying. "Some people think this is good and some people think me cruel," he said.
Marshall said: "It is clearly better for relationship problems to be addressed in a way that keeps the family intact."
A spokesman for the Scottish Executive said existing guidelines would not allow the scheme.
