Opinion: Debate - Should foster care be considered for persistent bullies?

A Scottish education chief has suggested persistent bullies should be placed in foster care if other interventions fail. The Reverend Ewan Aitken says school is where bullying "manifests itself" and earlier intervention is needed.

There is no evidence that taking a child or young person away from their parents is a solution to bullying. And what if the child or young person concerned is already in foster care? There must be shared and consistent policies in place to deal with bullying, and it is vital these focus on the safety of the child who is being bullied. However, we also need to make concerted efforts to work with children who bully to help them understand the impact of their behaviour.
