Restraint figures give mixed picture

The use of restraint in secure training centres (STCs) has fallen sharply, although the controversial practice is on the increase in young offender institutions (YOIs), new figures show.

In the year between April 2008 and March 2009, restraint was used 1,792times in STCs, compared with 2,773 the previous year - a fall of 35 percent.

However, the latest available figures show this trend is not mirrored inYOIs. Between April 2008 and December 2008, a period of nine months,there were 3,111 incidents of restraint in YOIs - equivalent to 346 amonth.

This represents a 19 per cent increase on the 12 months between April2007 and March 2008 when there were 3,482 restraint incidents - anaverage of 290 restraints a month.

Andrew Neilson, assistant director at the Howard League for PenalReform, said: "We welcome a drop in restraint in the privately run STCs,but levels are still far too high. What's more worrying is a rise inrestraint incidents in YOIs."
