
Last month The Howard League for Penal Reform called on government to introduce an independent complaints process for children in STCs, or face legal action.
Unlike children in young offender institutions (YOIs), those in STCs did not have an independent complaints body to turn to.
The campaign group says that young people in STCs, which are run by private firms, are subjected to high levels of restraint.
The government has now extended the remit of the Prisons and Probation Ombudsman (PPO) to young people detained in STCs.
This means that in addition to the current internal complaints process, young people in STCs will now be able to refer their complaint to the PPO.
