
The Howard League for Penal Reform said it had made the threat because, unlike children in young offender institutions, those in STCs do not have an independent complaints body to turn to.
The campaign group says that young people in STCs, which are run by private firms, are subjected to high levels of restraint.
Under current regulations, STCs should have a “comprehensive grievance procedure”, but the Howard League claims that the rules allow an element of discretion as to how this is provided and an independent investigation is not required.
An open letter to Justice Secretary Chris Grayling, the Howard League says that unless an “effective and independent complaints procedure" is introduced, the government will face judicial review proceedings from the charity.
