
It is now more than five years since the deaths of Adam Rickwood and Gareth Myatt following the use of restraint techniques in separate secure training centres (STCs).
These tragedies prompted an independent inquiry into the issue, which in turn led to 58 recommendations issued last December. One key finding was that levels of restraint should be reduced across the entire juvenile secure estate.
But figures obtained by CYP Now through a freedom of information request to the Ministry of Justice show that while use of the controversial practice is down in STCs and secure children's homes (SCHs), it has risen significantly in young offender institutions (YOIs).
