Lord Carlile blasts restraint progress

Liberal Democrat peer Lord Carlile of Berriew led an independent inquiry into the use of restraint, solitary confinement and strip-searching on children in custody back in 2006.

Launched in the wake of the death of 15-year-old Gareth Myatt, who died while being restrained by officers at Rainsbrook Secure Training Centre, the review set out a series of recommendations to improve children's safety.

It added to a growing chorus of calls for change and was followed by a government-commissioned review of restraint, published in 2008.

However, despite the then Labour government's acceptance of the majority of the review's recommendations, major concerns remain about the pace of change and whether enough is being done.

In September 2009, CYP Now revealed that despite a government pledge to cut the use of restraint, its use had actually risen by 25 per cent in young offender institutions.
