The government is failing to address the issue of restraint in youthcustody nearly nine months after rubber-stamping a raft of reforms, agovernment adviser has claimed.
New figures obtained by CYP Now from the Ministry of Justice show that,while use of restraint in secure children's homes (SCHs) and securetraining centres (STCs) has dropped, the practice is on the rise inyoung offender institutions (YOIs).
In the year ending March 2009, restraint was used 4,274 times in YOIscompared with 3,409 times the previous year - a rise of 25 per cent.
During the same period, the use of restraint dropped by 25 per cent inSCHs and STCs, from 4,828 to 3,599.
