Ofsted inspectors gave Hassockfield STC an overall rating of good following an unannounced inspection on October 28 last year.
Figures showed that restraint use in 2008 was lower than in 2007, except for one month.
The inspection report, published yesterday, comes around five years after the death of 14-year-old Adam Rickwood who committed suicide hours after he was restrained.
It states that the centre, which has increased capacity to cater for 64 young people, has taken steps to ensure staff are clear as to when they can use restraint to maintain order and discipline.
The report adds that the centre, run by private firm Serco, was continuing to change and develop services.
