Rainsbrook STC praised for restraint policy

The secure training centre (STC) where a young person died after being restrained in 2004 has been praised by inspectors for its "good and robust" restraint management systems.

The Rugby-based centre, managed by Rebound ECD, was judged as "good" overall by Ofsted, with "outstanding" management, in a report published this week.

Inspectors said: "The use of physical control in care (PCC) at Rainsbrook has been reduced consistently each year for the last six years. This is a highly positive achievement. The decrease in the use of PCC ensures that young people are safer from injury, accident or abuse through the use of restraint."

Fifteen-year-old Gareth Myatt died after being restrained at Rainsbrook in April 2004.

The report said: "Rainsbrook STC continues to be a child centred organisation where reflective practice is routine."

Inspectors said the centre's employment of a qualified youth worker with his own budget was a "positive initiative" and praised the improvement in accessibility of clubs and activities since the last inspection.
