Prolific Offenders: Initiative reduces youth offending

An evaluation of the Prolific and other Priority Offender (PPO) programme, introduced by the Home Office in September 2004, has shown the number of convictions of PPOs in the 17 months after entering the initiative stood at 31,377. This compared with 55,031 convictions among the same group before entering the programme.

However, Mike Thomas, vice chair of the Association of Youth Offending Team Managers, said there are problems with the scheme.

"Youth offending teams are being asked to do more surveillance and provide more contact time with no extra resources," he said.
