The Youth Justice Board has suspended the requirement on youth offending teams (YOTs) to report progress on the Prolific and Other Priority Offender (PPO) strategy, pending a review.
The PPO strategy aims to target the small number of prolific offenders responsible for a disproportionate amount of crime. The key strand for YOTs is "prevent and deter".
The national PPO programme board is to consider ways to make the two elements more distinct.
