Where do they hope this path will lead? To a diversification of routes and opportunities for young learners offering coherent progression from the age of 14 to 19.

Hasn't Mr Tomlinson taken care of that? Tomlinson's working group on 14 to 19 reform was a big cog in a wider process of reform, including a 2002 green paper and the Government's 2005 white paper, which kicked much of Tomlinson into touch anyway. Then there are all the initiatives such as Excellence in Cities, Aim Higher and Entry to Employment (e2e).

The 14-19 pathfinders programme, which is funded until July 2005, is another part of this process.
