Another report requiring change in the youth justice system - it is always being tinkered with. That's the whole point here, isn't it?
This report from eight of the leading voluntary sector bodies in the field says there has been too much tinkering when it needs root-and-branch reform.
Do they spell out what is needed? No. Well, in a way they do, but they are anxious to stress that they cannot offer a blueprint. Instead, they diagnose what is wrong and call for a review to sort it all out.
OK, so what are the things they say are wrong? The basic issue is that the law treats a young offender as a criminal rather than as a child in trouble.
